It is worn by or issued for a substitute player because the starting XI always wore the numbers 1 to 11. Numbers 15 and 16 were primarily worn by attackers.
Giovanni Tedesco (midfielder) wore number 15 a couple of times. Often forward Flachi came in with number 16 (for example against Cagliari). However, he also played with number 15 (e.g. during the massive 8-2 defeat against Lazio on March 5th, 1995). Rui Costa wore the number 15 for sure during the home game against AC Milan on June 3th, 1995.
Other regular substitutions, Luppi and Sottil usually wore number 13 and 14 (e.g. together in the away match against AC Milan which Fiorentina lost 2-1). Attacking midfielder Anselmo Robbiati wore number 16 in at least the match against Torino when they lost 1-0.
All in all, the number 15 was worn by multiple players and most likely this shirt was worn by at least one player in at least one match. It was very common that the sportswear manufacturers only produced one shirt with long sleeves and one with short sleeves for the entire season. This changed around the year 2000.
This shirt has all the characteristics of a match shirt: correct player size number in plastic, but above all the fully embroidered Uhlsport logo and club crest on the chest (which on the replica fanshop shirts were both screen printed).
