The number was worn by multiple football players that started on the bench, as England started their matches in these years with numbers 1-11 on the pitch and numbers 12-16 on the bench. This specific shirt is most likely worn by at least one player on the bench in at least one match. Furthermore, it is very likely that this shirt was worn in a match by either or all of the following players: Paul Merson, David Batty and Steve McManaman.
